Celeste Hughes
Ms. Hughes, an enrolled member of the Cahuilla Band of Indians, is a respected leader in Tribal government with more than 30 years of experience in Indian gaming, specializing in the regulation and oversight of tribal government gaming operations. She also played a pivotal role in the Tribe’s economic growth, serving as Secretary of Economic Development for more than 13 years.
With over 40 years of service to Tribal government, Ms. Hughes has served on Tribal Council, the Tribal Gaming Commission, numerous committees, and as a delegate for the Tribe. She continues to share her expertise as a consultant in tribal gaming regulation, reflecting her strong commitment to tribal sovereignty, responsible governance, and sustainable economic development.
Ms. Hughes earned her associate’s degree from Haskell Indian Junior College (now Haskell Indian Nations University), attended San Diego State University, and later completed her Bachelor of Science in Criminal Justice from the University of Phoenix. She most recently earned a Master of Legal Studies with an emphasis in Tribal Gaming Law.
She has received multiple Tribal and industry honors, including being named a 2025 Indian Gaming Association Matriarch of Indian Gaming – “Women Warriors.”
